Objective

Re-baseline the live Linear workspace and repo against actual March 19, 2026 state before any further backlog reshuffling.

Scope Snapshot

• In scope: audit current repo truth, Linear truth, and planning-doc drift.
• In scope: record the cycle-date mismatch and define the transition-cycle interpretation for March 16-22, 2026.
• In scope: identify issue-level mismatches where repo truth already satisfies, partially satisfies, or contradicts open backlog items.
• In scope: produce a durable planning memory artifact in the repo.
• Out of scope: unrelated feature implementation.
• Out of scope: label-taxonomy recreation.

Deterministic Acceptance Criteria

1. Planning memory file exists in the repo and records the approved rebaseline.
2. docs/agent-context.md reflects the current planning phase instead of stale execution queue guidance.
3. Drift findings affecting backlog planning are documented in issue evidence or linked artifact.
4. Rebaseline output is specific enough to drive cycle and initiative normalization without guessing.
